PROBLEM TO BE SOLVED: To construct a learning model for image recognition of a moving body while reducing a work load. A traffic communication system receives an image sensor that images a moving body on a road and outputs image data, and receives an uplink message including attribute data indicating the attributes of the moving body from the moving body by wireless communication. It includes a receiving unit and a generating unit that generates teacher data used for constructing a learning model by machine learning by associating the attribute data included in the uplink message with the image data output by the image sensor.
