PROBLEM TO BE SOLVED: To provide a device, a method and a program of train operation management which work to generate a modified timetable in which at least one of both transportation capacity maintenance and ride comfort is taken into consideration.SOLUTION: A train operation management device in an embodiment comprises a predicted timetable preparing part, a boarding rate predicting part, a modified timetable preparing part and a setting processing part. When any disturbance arises during operation according to an execution timetable, the predicted timetable preparing part prepares a predicted timetable which is a diagram that predicts delays of respective trains. The boarding rate predicting part predicts boarding rates of respective trains in the predicted timetable on the basis of the predicted timetable and getting-on/off histories. The modified diagram preparing part carries out at least one of both stoppages of service and increasing the number of trains in the predicted diagram and prepares one or more modified timetables on the basis of the boarding rates of respective trains predicted by the boarding rate predicting part. The setting processing part sets one modified timetable picked up from the one or more modified timetables as a new execution diagram.SELECTED DRAWING: Figure 2
