An actuator including a core fiber having a polymer aligned along the length of the core fiber, a wire wound around a core fiber, and an actuator manufacturing method. The wire winding is designed based on the torsion operation. When the core fiber is heated, the wire prevents the radial expansion of the core fiber and converts the radial expansion into torsional motion.
