By pre-drying a "sea"-phase alkali-soluble slice, the temperature of the "sea"-phase alkali-soluble slice is controlled to be constant specifically by additionally mounting an electrostatic dust removing device; moreover, when a screw extruder melts mixed materials, accurate control of the temperature of the "sea"-phase alkali-soluble slice is achieved by controlling the error accuracy of the temperature range of each region of the screw extruder to be 0.1℃, so as to prevent adverse influence on the technological property of the sea-island fiber caused by an alkaline substance contained in a "sea"-phase component being bonded to the "sea"-phase component of sea-island fiber due to temperature change.
