[Problem] To provide a two-dimensional code generation method, a two-dimensional code evaluation method, a two-dimensional code system, a two-dimensional code generation device, a two-dimensional code evaluation device, and a two-dimensional code, with which a capacity limit on information to be concealed can be suppressed. [Solution] A two-dimensional code generation method provided with an acquisition step, a generation step, a setting step, a replacement step, and a two-dimensional code generation step. In the generation step, a data block that includes a structure code word is generated on the basis of subject information. In the setting step, arrangement information for arrangement as an initial two-dimensional code is set for each of a plurality of pieces of code data included in the structure code word, on the basis of preset initial arrangement information. In the replacement step, the arrangement information that has been set for the plurality of pieces of code data is replaced. In the two-dimensional code generation step, a two-dimensional code is generated on the basis of the arrangement information replaced by means of the replacement step.
