According to one aspect of the present invention, there is provided a method of preparing a catalyst structure for electrochemical CO 2 reduction. According to an embodiment of the present invention, the manufacturing method comprises the step of preparing a carbon nanofiber precursor by electrospinning a spinning solution including a Cu precursor and a carbon nanofiber precursor containing nitrogen: heat treatment of the carbon nanofiber precursor. Thereby preparing nitrogen-doped carbon nanofibers containing Cu nanoparticles; And performing rapid heat treatment by mixing a heteroelement compound in nitrogen-doped carbon nanofibers containing Cu nanoparticles, wherein the heteroelements are doped in a gaseous state on the surface of the Cu nanoparticles through the rapid heat treatment.
