To prevent a user from becoming over-dependent on a presented topic.SOLUTION: A topic presentation device comprises a topic presentation unit 33 which presents a topic in communication of a user on the basis of predetermined conditions, a detection unit 37 which detects action of the user, a dependency specification unit 38 which specifies the degree of dependence of the user on the topic presented by the topic presentation unit 33 on the basis of the action of the user detected by the detection unit 37, and an action change unit 39 which changes predetermined conditions according to the degree of dependence of the user specified by the dependency specification unit 38.SELECTED DRAWING: Figure 2
