The present invention comprises: an index value calculation unit 22 that calculates, on the basis of sales status data of a plurality of products being sold, a prescribed sales situation index value related to the sales situation for each of the plurality of products being sold; a sluggish product setting unit 33 that sets, as a sluggish sales product, a product being sold for which the calculated sales situation index value satisfies a prescribed condition; and a point imparting unit 36 that imparts a point to a salesperson who sells the sluggish sales product. This invention makes it possible to: motivate a salesperson to sell a sluggish sales product; improve sales revenues through increased sales volume of a sluggish sales product; and at the same time, reduce expenses that might accumulate due to inventory management, product return processing, disposal and the like.
