SOLUTION: The floating structure 10 is installed in a regulating pond 1 and floats as the water level rises at the time of flooding and is used as a specific outdoor facility 11, and a surface 21a constitutes the ground surface of the outdoor facility. At the same time, the ground portion 21 that matches the size of the regulating pond 1, the float portion 22 that is arranged under the ground portion 21 and raises the ground portion 21, and the bottom surface 3a of the regulating pond 1 are erected. A plurality of guide columns 23 for guiding the ascent of the ground portion 21 are provided, and the surface 21a of the ground portion 21 at the time of non-flooding is arranged substantially flush with the top end surface 2a of the regulating reservoir 1.
