Combustible and non-combustible oils on the surface of water are submerged by applying a composition of a surface-active agent and a halogenated organic liquid of SG greater than 1.3 and a BP of greater than 100 DEG C. selected from halogenated butadienes, bromochlorinated, brominated or chlorinated derivatives of butanes pentanes, pentenes, cyclopentene, cyclopentane and cyclopentadiene, perchloroethylene, and 1,2,4-trichlorobenzene, mixtures of same and mixtures with solid trichlorobenzenes. Reference has been directed by the Comptroller to Specification 954,797.ALSO:A liquid fire-prevention composition for spreading on combustible materials on the surface of water comprises a surface active agent and a halogenated derivative of butadiene or brominated, chlorinated, or bromochlorinated derivatives of butanes, pentanes, pentenes, cyclopentane, cyclopentene and cyclopentadiene, perchloroethylene or 1,2,4-trichlorobenzene or mixtures of or with solid trichlorobenzenes with SG exceeding 1.3 and BP greater than 100 DEG C. Other known extinguishing agents may be added as may perfumes. Reference has been directed by the Comptroller to Specification 954,797.
