A supply package of elastic core yarn (e.g. polyurethane) is stationary mounted by bearings on a twisting platform having a twisting tube through which a cover yarn (e.g. polyester) passes whereby false twist is impacted to the cover yarn. The twisting tube has a window through which the cover yarn passes so that it forms a balloon around the twisting platform between the window and the lapped and the core yarn is withdrawn (pref. axially) from the package, tensioned, and combined with the cover yarn at one or other ends of the balloon where the twist in the cover yarn is blocked whereby the cover yarn is wound helically around the core yarn. The cover yarn may be fed downwardly through the lappet and through the window into the twisting tube and the core yarn may pass downwardly through the twisting tube so that it is combined with the cover yarn in the twisting tube adjacent the window. Alternatively the cover yarn may be fed upwardly through the twisting tube and through the window to the lappet and the core yarn may be fed directly to the lappet where it is combined with the cover yarn. Because the core yarn supply package is stationary the device can operate at higher speeds and has reduced powe consumption.
