PURPOSE:To provide the title oil film removing compsn. with no toxicity, no danger, etc. by blending weakly alkaline alkali metal salts with ethanolamines, butyl glycol ethers. CONSTITUTION:The compsn. consists of one or more kinds of weakly alkaline alkali metal salts such as alkali metal (bi)carbonates, alkali metal orthophosphates and alkali metal borates, ethanolamines and butyl glycol ethers. The blending ratio of the amines and ethers in the above compsn. is pref. regulated to 1:1-30 by wt. In removing an oil film a body with the film adhered is dipped in the above compsn. to exfoliation-remove the film, and a solvent contg. fluorine bonded in the molecule is added to the compsn. to dissolve the exfoliated oil film, which is shifted to the lower layer and separated from the upper layer.
