The two stage cutter transversely cuts a square or rectangular hollow section (16). Initially a transverse groove cutter (8) makes an opening (21) in the tube wall, the operation being then coupled by a 'V' shaped cutter (9) moving perpendicularly to the opening. The work is mounted in a slotted (7) matrix (6) of the complementary form, the 'V' shape cutter (9) entering the matrix slot and the opening (21) simultaneously. Deformation of the work (16) is obviated and the opening extends over the whole length of one side (16) of the tube and may be cut at an angle of between 10 and 15 degrees.
