PURPOSE:To aim at efficienty utilizing natural energy, by connecting an evaporater to a vacuum pump driven by wind force, and a mixer to a hydraulic pump driven by wind force so that high and low temperature heats are generated. CONSTITUTION:When a vacuum pump 3 is driven by wind force, the pressure in an evaporater 7 is lowered so that evaporation heat absorbs heat from the surrounding, and therefore, the temperature of cold water contained in a cold storage water tank 5 is lowered. Meanwhile, when a hydraulic pump 4 is driven by wind force, hydraulic oil flows through a mixer 8 made of tubular coil. Since nozzle sections 12 and enlarged sections 13 are formed in multi-stages, hydraulic oil 14 flowing in the mixer 8 becomes in a violent turbulent condition, and therefore, generates heat and as well increase the temperature due to its inter-molecular friction. This high temperature heat is transmitted from the mixer 8 forming, as a whole, a heat exchanger by its external shape, to hot water held in a heat storage water tank 6.
