The conventional technique consists in wrapping the member in question by tightening with rubber bands known under the name Esmarch bandage, thereby forming ischemia. The whole is maintained using a conventional turnstile which is fixed around a thigh or upper arm. During surgery on ischemic region, the surgeon sometimes needs to reach the area located under the handle. The device of this invention, a sleeve-type clip without rolling on the member, can eliminate this disadvantage among others by rolling the handle during operation without jeopardizing the ischemic region. The sleeve without threading clip is by rolling consists of an elastic tube (1; 3, 4), preferably of rubber, wherein the internal cavity is filled with a gas, preferably air, or a liquid. In addition, the walls of the internal cavity of the tubes are filled with a lubricant (2), preferably silicone oil, for ease of donning and removal by rolling. The sleeve without bearing clip is locked on a conical part of a limb by means of another sleeve (4) on which the handle (3) arranged on the greatest diameter of the member may roll until a state of equilibrium. Thanks to the nature of the material, friction between the two sleeves is sufficient to maintain the sleeves (3, 4) in place.
