The electric heater is divided into compartments to reduce the volume surrounding each heating element in order to increase the water flow rate past the element, increasing the rate of heat transfer. The heating cylinder (13) has a water inlet (20) and outlet (21) and has several electric resistance heating elements (15) each in a separate zone in the interior of the cylinder. The heating elements are of elongated hair pin shape to fit into the long narrow passages formed when the zoning partitions are in place. The cylinder is mounted on a base plate (19) drilled for fixing to a support.
