PURPOSE:To carry out the exhaust heat recovery of an auxiliary equipment cooling water circuit effectively and stably, by connecting respectively the upstream side of a cooling water cooler to the heat source supply side of a heat pump and the heat source outlet portion of the heat pump to the downstream side of the cooler, and recovering the cooled exhaust heat of the auxiliary equipment with the heat pump. CONSTITUTION:The condenser 1 of a thermoelectric power plant is cooled by a sea water 9 from a circulating water pump 2. On the other hand, fresh water is used for the cooling water 10 of equipments 6 and is conveyed by an auxiliary cooling water pump 5, and the exhaust heat of the respective equipment 6 is cooled by an auxiliary cooling water cooler 4. And the exhaust heat of the cooler 4 is cooled by a sea water from a sea water booster pump 3. Moreover, the temperature of the cooling water for the equipments 6 is controlled constantly by a temperature adjusting device 8 and a temperature adjusting valve 7. In this case, the heat source inlet portion of an electrically-driven heat pump 11 is connected to the outlet portion of the pump 5 via a pipeline 14a and a valve 17a, and heat source outlet portion of the pup 11 is connected to the outlet cool water portion of the cooler 4 via a pipeline 14b and a valve 17b.
