Although by objective criteria such a device and the quantitative measurement of the degree of functional capability are known, its structure is very complex and in addition it is not capable of the performance output actually needed and, on the other hand, is relatively noisy and works intermittently in some operational modes. The invention proposes a device which gives the required high performance output while having a relatively simple construction and being easily controllable.
