PURPOSE:To preclude check-up when the inlet port temperature of cold or hot water is higher than an operated limit temperature while performing diagnosis on the degree of contamination by a temperature difference between the outlet port temperature of the cold or hot water and the temperature of an evaporator when the same temperature is lower than the limit temperature by a method wherein the inlet temperature and the outlet temperature of the cold or hot water as well as the temperature of evaporator are detected to operate the limit temperature of the inlet temperature of the cold or hot water from an operating formula. CONSTITUTION:When the inlet temperature (T40B) of a cold or hot water pipe is lower than a limit temperature (TE), a judging reference value (J1) for judging the contamination of the heat transfer tube of an evaporator is operated by a judging reference value operator 402 based on the temperature (T40A) of the evaporator, the inlet temperature (T40B) and an operating formula, predetermined and stored in a ROM. On the other hand, a present temperature difference is operated by a present value operator 403 based on the inputted outlet temperature of the cold or hot water tube (T40C) and the temperature (T40B) of the evaporator. Said operated judging reference value (J1) and the present value (DTCA) are inputted into a comparing operator 404 to compare which one is larger. When the present value (DTCA) is larger than the judging reference value (J1), the heat transfer tube of the evaporator is judged that it is contaminated while the same tube is judged that it is not contaminated when the value (DTCA) is smaller than the reference value (J1).
