PURPOSE:To enable the waste heat having a medium temperature to be efficiently utilized by using a heat source in a medium temperature, evasporating the working medium in an evaporator, cooling and liquefying the working medium in a condenser by a heat source at a low temperature after a turbine is driven, and generating power by allowing the working liquid to circulate by a pump. CONSTITUTION:The gas 1a discharged from an internal combustion engine 1 and having a temperature of about 500 deg.C serves as a heat source 4b having a temperature of about 150 deg.C, after a part of the thermal energy is utilized in a water cooling/heating apparatus 4, and said gas is discharged into the air after being introduced into an evaporator 6. Although the temperature of the cooling water 1b for the engine 1 is about 80 deg.C, said cooling water serves as a heat source 3b having a temperature of about 65 deg.C, after heat-exchanged in a hot-water feeding heat exchanger 3. The heat source 3b is supplied into a condenser 5 by a pump 10, and used for cooling the engine 1, after heat-exchanged again. In the closed circulation system, a Rankine cycle is performed by the temperature difference between the temperature 150 deg.C of the heat source 4b and the temperature 65 deg.C of the heat source 3b, and the working medium operates a turbine 8, and thus the temperature-difference energy is converted to the electric energy by a generator 9.
