PURPOSE:To make it possible to allow timely opening operation of a water cock without detecting the opening of an air mix door by making a water cock in a hot water supply passage of a heater core to be driven from close to open when actual blow off temperature becomes lower than an aimed blow off temperature. CONSTITUTION:An operation control unit 44 reads out open air temperature Ta, a quantity of solar radiation Z, room temperature Tr, actual blow off temperature Td and set room temperature Ts by making an air-conditioning switch. A blow port door opening operating circuit 48, then, operates distributed air quantities for respective blow off ports 35, 41, 36 of defrost, foot and ventilator, and openings for respective doors 31, 39, 40, 42 of ventilator, defrost, foot and bent bypass based on functions (f) making these Ta, Z, Ts as variables. Next, the operated values are output to respective actuators 49-52 therefor via a blow off port door driving circuit 47, respective doors 31, 39, 40, 42 are set to the openings and respective blow off modes are achieved. When blow off temperature Td becomes lower than Td0, next, a cock driving circuit 64 drives a water cock 100 to open position for the sake of raising Td to maintain Td0.
