PURPOSE:To apply specified liquid pressure, by contacting the end of a tube to the sealing part of the tube end of a movable sleeve, which is inserted into a spool of a frame that is fixed by tie rods, setting the structure in this way, and obtaining the thickness of the tube, which is to be used for the final purpose. CONSTITUTION:A frame 4' is linked by tie rods 5, 5.... A spool 9 is fixed in the inside of the frame through bolts 8, 8.... A tapered flare 15 is formed at a tube end 2 of a tube 1 so that the flare 15 agrees with a tapered part 14 of the sealing part of a sleeve 11 by an appropriates means. The flare 15 is made to agree with said tapered part 14 of the sleeve 11, which is slidden in the water drained spool 9 in a watertight manner. A sealing jaw 16 is contacted from the outside, and tightened to a flange part 13 by the bolt 8. Thus the tube end 2 of the tube 1 is tightened to the entire surface of the tapered part 14 of the sealing part of the sleeve 11 in a watertight state. Then a starting switch is depressed and a high pressure water pump is operated through a switching valve. Then high pressure water is sent in a feeding and draining chamber of the spool 9 through a water introducing port 6'.
