PURPOSE:To surely decide the first working day of the month without preliminarily setting the first working day of the month by comparing the date of start day and that of preceding stop day of the month when they are different in month or the new changed date is the first day of a month. CONSTITUTION:A date of stop date storage means 4 where the stop day of an object system is stopped is stored, a start processing means 5 which compares the date of start day and that of the stop day of the object system with each other, a date change processing means 6 which decides whether the new date is the first day of a month or not at the time the date is changed, and a month beginning deciding means 7 which decides the first working day of the month of the object system at the time the months between the start day and the stop day is different the first day of a month is decided in the date change processing means 6 are provided. Thus, the working day at the beginning of the month is surely decided through a predeterminate working day is changed.
