PURPOSE:To enable optimum planning and adjustment in view of overall physical distribution management by determining a work yard through an integrated evaluation of a work position determined by a work plan and a yard plan when a work is interrupted due to competition in a yard in planning of the work plan. CONSTITUTION:When a work is interrupted due to generation of competition of unloading (disposing) works in a wholesale (disposing) yard in planning of a berth (disposing) plan, change of a wholesale (disposing) yard is requested to a yard planning, a wholesale (disposing) position determined by the berth (disposing) plan and the yard plan is generally evaluated so as to acquired the yard with the highest general evaluation as a wholesale (disposing) yard, and interruption of the work is prevented or the interruption time is minimized so that the overall physical distribution management can be optimized.
