PURPOSE:To prevent failure occurrence by stopping a device by a first paper sheet detecting body in case of piled-up feed of more than one sheet of paper, and to minimize the failure by decelerating the inertia force of the delivered sheet by a second paper sheet detecting body. CONSTITUTION:Whether paper sheet P to be delivered is one sheet or not is detected by a first paper sheet detecting body 18. When the number of paper sheets is one, it is delivered. If the number of paper sheets is more than one, however, the whole operation is stopped to stop the delivery of the paper sheet P. Next, the sheet paper P which is delivered by a second paper sheet detecting body 19 detected to decelerate the delivery speed of the paper sheet P, and at last, the paper sheet P which is decelerated by the second paper sheet detecting body 19 is detected by a third sheet paper detecting body 20 to be stopped at a sticking position.
