This composition, intended especially for the production of surface coatings and bituminous mixes in the road-building sector, and which has an improved behaviour during its manufacture and its spreading on roadways, comprises 20 to 50 parts by weight of water, the remainder to 100 parts by weight of the binder forming the disperse phase and consisting of an acidified bitumen exhibiting a penetration, according to AFNOR Standard NFT 66004, of between 10 and 220 tenths of a millimetre, the said bitumen having added to it a reconstituted tar exhibiting a kinematic viscosity, determined according to AFNOR Standard NFT 66005, of between 50 and 1800 s STV ( DIAMETER 4 mm at 30 DEG C) and consisting of a soft pitch to which a flux oil has been added, the said bitumen/reconstituted tar binder exhibiting a penetration, determined according to AFNOR Standard NFT 66004 of between 180 and 280 tenths of a millimetre; and an effective quantity of at least one cationic emulsifier.
