The invention relates to a method of making or renovating a storage tank, in particular a buried hydrocarbons storage tank. This method consists in producing an alternating succession of electrically insulating thicknesses (I1, I2, I3) and electrically conducting thicknesses (C1, C2, C3), and in arranging between at least three conducting thicknesses a differential device (7, 8) for monitoring the electrical capacitance and/or the electrical resistance between the said thicknesses. The invention makes it possible to detect any leakage in order to prevent external pollution of the environment or internal pollution of the stored product in the event of the appearance of a defect.
