PURPOSE:To detect a movement signal of high accuracy by detecting the S/N of an input television signal, widening the area of an isolated point if/the S/N is good and controlling to remove the isolated point if it is bad. CONSTITUTION:The isolated point of the movement signal is detected and supplied and supplied to an isolated point removing circuit 19. The isolated point removing circuit 19 replaces it by one of the picture elements in the vicinity thereof or an average value and if the S/N is in a good state, the movement signal having a value near to '0' is fed and if the S/N is in a bad state, the movement signal of the same value of the picture elements in the vicinity is fed. In such a way, the S/N of the television signal is detected, the set value and the area of the isolated point are switched, thereby, the movement signal of the high accuracy can be detected. Further, according to the state of the S/N, the set value 7 of a comparison circuit 6 is switched, thereby, the isolated point of a movement signal area can be detected and a higher accuracy can be attained.
