PURPOSE:To smoothly feed a sealing tape by connecting a driving roller and a tape feeding motor through a one-way clutch which permits the driving roller to freely revolve in the tape feeding direction. CONSTITUTION:When a rotary knob 28 is manually turned in the direction of feed of a sealing tape 2, and the rubber roller 20 of a a driving roller 5a is turned, the roller 5a is freely turned by a one-way clutch 24 inserted between the rubber roller 20 and a tape feeding motor 4 without being specially loaded, and the top edge of the tape 2 can be easily sent to the waiting position where the top edge is inserted into a paper bundle dividing member 6. When the motor 4 is driven, the outer wheel 21 having the rubber roller 20 fixed is put into the engagement state with the inner wheel 22 by the action of the one-way clutch 24, and the rubber roller 20 revolves, following the revolution of the motor 4, and the top edge of the sealing tape 2 is sent to the installation position where said top edge is fed to the innermost part of the paper bundle 1.
