PURPOSE: To diagnose the cause of a trouble by a method wherein waveform data is Fourier-analyzed at high speed and a mechanical learning technique is applied to attribute data obtained as the result of its analysis. ;CONSTITUTION: When the cause of a ground fault is diagnosed, the fault can be investigated easily. The cause of a ground fault which disappears in a short time is diagnosed before it is developed to a permanent ground fault, a defective part is located at the stage of a precursor phenomenon, and it is possible to prevent the trouble of the supply of electric power in advance.
