PURPOSE: To provide a public-key cipher device and a public-key decoding device always giving the same number of digits for both plain and enciphered data, when the plain data is enciphered. ;CONSTITUTION: These devices include a plain text blocking means 100 for dividing a plain text into a block for every 'k' digit, a plain text separation means 110 for separating the plain text into two plain text blocks, and a plain text mapping means 120 for mapping the plain text in any one of zones equal to or smaller than 0≤n₁. Also, the devices include an enciphering means 130 for converting the first plain text block to the first enciphered text block, and converting the second plain text block to the second enciphered text block, an enciphered text reverse mapping means 140 for reversely mapping the first plain text block and enciphered text block in a value equal to or above n₁, and a cryptotext synthesizing means 150 for synthesizing texts to an order prior to division.;COPYRIGHT: (C)1994,JPO
