IT IS THEREFORE COMMON TO USE THESE ALLOY METALS AS ADDITIVES WHEN THE STEEL IS MADE AND HAVE THEM CONTAINED IN THE STEEL AS AN ALLOY IN THE HEAT FROM WHICH BILLETS ARE CAST AND CONTAINED IN THE CARBON STEEL AS THE BILLET IS ROLLED TO WIRE ROD AND WATER OLD DRAWN TO FINISHED WELDING WIRE ELECTRODES. IN THIS INVENTION ADDITIONAL AMOUNTS OF ALLOY METAL IS APPLIED AS A SURFACE COATING IMMEDIATELY PRIOR TO, OR DURING, OR AFTER THE COLD DRAWING PROCESS OF THE WIRE ELECTRODE WITH THE PURPOSE OF CHANGING THE FINAL COMPOSITION OF THE WELD METAL FROM WHAT IT WOULD OTHERWISE HAVE BEEN HAD NO SUCH SURFACE COATING BEEN APPLIED.
