PURPOSE: To provide a tool by which a hole with a given diameter and processing depth can be formed in a work having elasticity through one action of a drilling work and to provide a drilling method. ;CONSTITUTION: A drill 3 is movably inserted in a cylindrical pipe 2 provided at its tip with an acute cutting edge 5. The rotated cylindrical pipe 2 is cut in a work A to form an annular groove 37 and the drill 3 is pressed in a part left uncut to form a hole.
