a decoding unit for restoring an compressed bit stream to an image signal; if the image signal outputted from the decoding unit is an interlaced scanning format, a sequential scanning converter for converting the interlaced scanning format into a sequential scanning format; a first switching unit for selecting one of the image signals from the decoding unit and the sequential scanning converter; a vertical decimation unit for converting the number of lines per frame of the image signal outputted from the first switching unit into 787.5 lines; a horizontal decimation unit for converting the number of pixels per line of the signal outputted from the vertical decimation unit; a second switching unit for selecting one of the image signals from the decoding unit and the horizontal decimation unit; a frame ratio transformer for transforming the frame ratio of the image signal outputted from the second switching unit into 60Hz; a third switching unit for selecting one of the image signals from the decoding unit and the frame ratio transforming unit; a display processing unit for displaying the image signal outputted from the third switching unit; a switching select adjusting unit for generating a select signal from the input bit stream to control the first, second and third switching units; and a clock generating unit for supplying a clock to the decoding unit, the sequential scanning converter, the vertical decimation unit, the horizontal decimation unit, the frame ratio transforming unit, and the display processing unit, respectively.
