PURPOSE: To electrostatically flock a metallic short fiber on the surface of the metallic sheet or glass sheet. ;CONSTITUTION: A metallic sheet 1 to be flocked is passed directly above a primary coil 3 through which a high-frequency current flows and induction- heated close to the m.p. Meanwhile, a high voltage is impressed on a high- voltage electrode 4 arranged directly above the metallic sheet to form an electric field between the electrode and the sheet 1, and metallic short fibers 6 are scattered from the upper part. The short fiber 6 is flown by the Coulomb force of the electric field, made to collide perpendicularly against the surface of the sheet 1 and welded to the surface.
