The apparatus for preventing the scrap loss generated in the welding site and improving the productivity by the unmanned automated process, has a tracking sensor for detecting the welded section and a pulse sensor for detecting the rotation of the deflector roll. The apparatus comprises the tracking sensor(7) having a photo projector(7a), a photo receiver(7b) between the bridle roll(1) and the temper mill(2); four pulse packs(A, B, C, D) attached on the four corners of the deflector roll(20); bracket(9) for supporting the deflector roll; pulse sensor(8) being opposite to the pulse packs. The pulse sensor receives the signal emitted from the pulse packs(A, B, C, D) and controls the operation of the deflector rolls.
