Strand-shaped component, partic. pipe, is held by at least one holding element (20) having a support face (24) for the component (14) and first (28) and second (30) holding straps, each of which has at least one locating device (46, 48, 50, 52) for a tongs-like tool (76) which grasps the holding element and turns the straps about a tube to be held and brings together the joining members, in the form of hook and slot (34, 38) of the two straps. Pref. the locating devices are pref. on the underside of the straps., at their free ends. The support surface and joining members are of polypropylene or polyethylene.
