PURPOSE: To obtain a turning force, and to prevent rocking at the time of stoppage by controlling tuning force with excellent response by installing a body of revolution and a bearing member and a driving motor rotating the body of revolution and mounting a gyro-stabilizer, an arithmetic unit and a motor driving device. ;CONSTITUTION: A gyro-stabilizer 10 is set up to an upper revolving superstructure 2. Gyro-moment is utilized for revolving torque by actively controlling the angular velocity of the precession axis P of the stabilizer 10. Consequently, large revolving torque is obtained without receiving the reaction of a lower revolving superstructure 3. The angular velocity of the precession axis P is controlled at a high speed, and revolving torque at the time of stoppage is controlled properly, thus preventing re-shaking, etc. When the self-movement of the bodies of revolution 11 of one or more of the stabilizers 10 is reversed to others and the direction of precession is also reversed, components excepting slewing are denied mutually, and only moment composed as tuning force is acquired.
