PROBLEM TO BE SOLVED: To attain high speed image processing while keeping a high compression rate and high image quality by adopting a still image compression system so as to compress dynamic image data into data with a prescribed transmission speed thereby processing fixed length cell processing. SOLUTION: A transmission section 21 of an ATM image communication equipment 21 receives an NTSC signal from a camera 104, that is, dynamic image data of 30 frames per second each consisting of two odd and even numbered fields. An image data compression section 24 applies the intra-field compression processing of the JPEG system to an input signal to generate variable length data independently of each other. In this case, the compression rate of a succeeding field is adjusted based on a compressed image data amount at each end of processing of each field to compress the compressed image data amount within a prescribed range. A transmission buffer section 25 is provided with two FIFO memories and they are used alternately for write/read and idle information of a prescribed amount is inserted after variable length data from the image data compression section 24 to generate fixed length cells.
