PROBLEM TO BE SOLVED: To improve the accuracy of prediction for the number of parked vehicles. SOLUTION: Data collecting parts 11, 12 respectively collect inlet data or outlet data including the registered vehicle number of a vehicle arriving at the inlet or outlet of a parking lot and arrival time to be the arrival time of the vehicle at the inlet or the outlet. A main lane data collecting part 13 collects main lane data including the ID information of a vehicle arriving at a prescribed position of the main lane connected to the inlet of the parking lot through an entrance line and main lane arrival time to be the arrival time of the vehicle at the position. A main lane traffic detector 14 obtains main lane traffic to be traffic on the main lane. A data processing part 15 predicts the number of parked vehicles after the lapse of time from the prescribed position of the main lane up to the arrival at the entrance of the parking lot.
