PROBLEM TO BE SOLVED: To visually confirm a developed drawing mesh and reduce the load of drawing by manual work by determining the actual lengths of three sides of each triangular within a triangular mesh, and developing and drawing each triangular having three sides having these lengths so that an overlapping is not caused on the same plane. ;SOLUTION: A data processing device 3 has a TIN processing means 5, and the TIN processing means 5 expresses the terrain by a triangular mesh by drawing a triangle having the measuring point as the apex. The triangle constituting the triangular mesh based on the TIN processing contains a Z-axial coordinate component, and the actual length of each of three sides of this triangular is determined by a side length measuring means 9, a triangular corresponding to the surface area having three sides corresponding to this actual length is determined by a terrain development drawing processing means 7, and successively connected one by one. When the other triangle is connected to a triangle, an overlapping preventing means 10 shifts and develops it so as not to overlap the previous triangle.;COPYRIGHT: (C)1998,JPO
