PROBLEM TO BE SOLVED: To discharge even a powder material with poor fluidity at a constant rate without clogging and continuously by forming a hole on an elastic film provided on a lower opening of a powder material reservoir tank and forcibly vibrating it with pulsating air vibration waves. ;SOLUTION: A tank 2 reserving powder is formed with a cone at its lower part, an elastic film 3 comprising a flexible thin Teflon plate or the like is attached to a lower opening 2a of the tank 2, and a slit-like cut 3a is formed at the center of the film. Pulsating air vibration waves are supplied from a pulsation air wave generator 4 connected to an end 5b of a communication tube 5 and applied to the elastic film 3 from downward on the way to a discharging port 5a. The elastic film 3 vertically vibrates with a periphery as a node and the cut 3a as a loop.
