PROBLEM TO BE SOLVED: To expedite treatment of waste and to miniaturize an apparatus by improving heat transfer efficiency in a thermal decomposition reactor in the reactor and a waste treatment apparatus. ;SOLUTION: In the thermal decomposition reactor 2 of a horizontal rotary drum, many heat medium passages 50 are formed in parallel with a drum axial direction on an inner wall of a heating chamber 20, and a drum radial section of the inner wall surface is formed in a waveform shape made of many circular arc-like sections 51. A heat transfer surface for heating waste in the chamber 20 is largely increased, a thermal decomposition treatment of the waste can be expedited, and an apparatus can be miniaturized.
