PROBLEM TO BE SOLVED: To obtain a polyester resin composition for powder coating having excellent weather resistance and capable of forming cured coating film hardly causing blushing phenomenon on the surface of a coating film and a powder coating material containing the polyester resin composition. ;SOLUTION: This polyester resin composition for powder coating comprises (A) a polyester resin composed of an acid component consisting essentially of terephthalic acid and/or isophthalic acid and a polyol component containing 70-97mol% neopentyl glycol and 3-30mol% 2,2-diethyl-1,3-propanediol and/or 2-thyl-2-butyl-1,3-propanediol and (B) an epoxy compound.
