PURPOSE:To suppress the effect of frequency division noise onto a picture output signal and to prevent the deterioration in a picture by changing plural pulse signals generated in the process of generation of a horizontal synchronizing signal within a reset period of the picture output signal. CONSTITUTION:In the case of generating a horizontal synchronizing signal from a master clock signal, a respective frequency division clock signal is generated by adjusting properly the phase of a master clock signal being a synchronizing signal of counter circuits 11-13 so that a change point of a frequency division clock signal generated as an output of the synchronizing counter circuits 11-13 is set within a reset period of the picture output signal. That is, a frequency division clock signal is changed in a period when a reset gate drive pulse signal is at a high level. Thus, a frequency division noise giving effect onto horizontal drive of a CCD image sensor a change in the frequency division clock signal is caused by concentrated within a reset period and an excellent picture is obtained.
