The element (1) has a number of entry ports and at least one outlet port and a spatial commutation mechanism (6). A cellular memory (2) contains stored cells which can be classified according to at least one given characteristic which cannot be taken as a finite value. The element incorporates an access device which allows selective access to cells contained in the memory according to a given characteristic. A probability memory (4) is used to store the probabilities associated with each possible value of the characteristic. A server (3) selects the cell to be emitted from memory as a function of the probabilities contained in the probability memory and the presence or absence of a cell in the memory for each value of the characteristic.
