PROBLEM TO BE SOLVED: To effectively utilize waiting time by monitoring the operating condition of a bus and informing the portable terminal of a user in the case of satisfying conditions specified by the user. ;SOLUTION: At the time of receiving the conditions from the portable terminal in the reception part 211 of a monitoring controller 210, a monitoring place device 220 for controlling the monitoring of a specified stop is extracted by referring to a monitoring place data base 213 and the conditions are transmitted to the monitoring place device 220. When the conditions are informed from the monitoring controller 210 in the monitoring place device 220, the route and destination of the bus to pass through the destination of the user are obtained from the obtained conditions and the route and destination of the bus to be monitored and an informing destination are stored in a condition storage table 222. The bus monitoring part 223 of the monitoring place device 220 acquires the information approaching on the bus.
