PROBLEM TO BE SOLVED: To eliminate the need for retrial on a network side and to reduced call loss by using the slot part following a slot to which an effective message including a general call channel corresponding to an incoming group of a mobile station specified with information channel information among slots constituting respective frames for resending over the general call channel corresponding to the incoming group. ;SOLUTION: A message to air is distributed by function channels through the function that the message has and stored in a BCCH message buffer 121, an SCCH message buffer 122, and a PCH message buffer 123 in a message buffer. Frame information showing the constitution of a physical channel frame for control to be edited from now on is taken out of the BCCH message buffer 121 and on the basis of it, BCCH, PCH and SCCH by incoming groups, and respective messages are taken out of the message buffer 12 and edited to a frame memory 15.;COPYRIGHT: (C)1999,JPO
