PROBLEM TO BE SOLVED: To generate an inference model to estimate a failure in a power system failure diagnosis system automatically. SOLUTION: Memory units whose contents can be read and re-written by external signals are provided in respective protective/control devices in an electrical station. Information data such as the installation states and operation conditions of the respective protective/control devices, information data of switches which are opened when the respective protective/control devices operate, etc., are stored in the memory units beforehand. The stored information data and information data such as equipment construction information data, etc., concerning power system equipment are supplied to a power system failure diagnosis device 3 to generate the inference model of the inference unit 31 of the power system failure diagnosis device 3.
