PROBLEM TO BE SOLVED: To effectively utilize holding heat in ground water to the maximum usefully from a high temperature zone to a low temperature zone to make it possible to display an overall uniform ice and snow melting function over a wide scope. ;SOLUTION: Ground water drawn up from an underground well 5 by means of a ground water pumping device 4 is supplied to a radiating flowing water channel 3A of a first melting ice and snow radiating panel 1A to make it forcedly flow, the heat in a high temperature zone of the ground water is utilized for melting ice and snow in a state to remain unchanged, at the same time, after low temperature ground water discharged from the radiating flowing water channel 3A is heated by a heat pump 8, the heated ground water is supplied to a radiating flowing channel 3B of a second melting ice and snow radiating panel 1B to make it forcedly flow, and the heat in a low temperature zone of the ground water is also utilized. Then, it is so constituted that the low temperature ground water discharged from the radiating flowing water channel 3B is used as a heat source of the heat pump 8.;COPYRIGHT: (C)1999,JPO
